Notice of Lemon Grove Roadway Lighting District Public Hearing and Full Text of Resolution Number 2026-01, which was passed, adopted and approved at the regular District Board of Directors meeting of June 2, 2026.
RESOLUTION NO. 2026-01 entitled “A RESOLUTION OF THE BOARD OF DIRECTORS OF THE LEMON GROVE ROADWAY LIGHTING DISTRICT, LEMON GROVE, CALIFORNIA, APPROVING THE ENGINEER’S REPORT REGARDING THE CHARGES FOR FISCAL YEAR 2026-27 AND DECLARING THE INTENTION TO LEVY AND COLLECT ASSESSMENTS FOR FISCAL YEAR 2026-27”
WHEREAS, on June 17, 1997, the Board of Directors of the Lemon Grove Roadway Lighting District (District) adopted Resolution No. 102 reciting the facts of an election held in the District on June 3, 1997, declaring the results of said election and levying the annual assessment; and
WHEREAS, the Engineer’s Report for the Lemon Grove Roadway Lighting District, on file with the Clerk of the Board, gives a full and detailed description of the improvements, the boundaries of the Assessment District and the two zones therein, and the proposed assessments upon assessable parcels of land within the District; and
WHEREAS, the Board of Directors of the Lemon Grove Roadway Lighting District desires to levy and collect assessments within the District for the purpose of maintaining, servicing, operating and administering public lighting facilities in the City of Lemon Grove; and
WHEREAS, assessments will not increase from the Fiscal Year 2025-26 assessment rate of $12.00 per benefit unit per year;
WHEREAS, under Article XIII D, Section 4 of the California Constitution, a City general benefit contribution has been calculated as the average General Fund expenditure for the maintenance of street lighting. This general benefit contribution has been calculated to be $70,000; and
WHEREAS, the public interest and convenience require the maintenance, service and operation of street lighting within the District.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Lemon Grove Roadway Lighting District as follows:

Any persons who wish to object to the proceedings or the annual levy should file a written protest with the Clerk of the Board prior to the time set for the public hearing. A majority protest exists if, upon the conclusion of the hearing, written protests filed and not withdrawn, represent property owners owning more than 50 percent of the assessable area of land within the District. |

The City Council intends to order the following work be done: (1) maintenance and servicing of facilities and landscaping as authorized by Section 22525 of the Streets and Highways Code, and (2) any and all work and materials appurtenant thereto or which are necessary or convenient for the maintenance and servicing thereof.
The foregoing described work is to be located along the east side of Gold Lake Road, between Mt. Vernon Avenue and Green Lake Court; on the west side of Gold Lake Road between lots 12 and 28; and along the trail from the intersection of Gold Lake Road and Green Lake Court north to San Miguel Avenue, a distance of approximately 340 feet.
All assessable parcels within the District share in both the cost and the benefits of the improvements. The costs are equitably spread among all benefiting parcels, and each parcel is assessed in proportion to the estimated special benefit received.
The landscape improvements may include ground cover, shrubs, trees and plants; irrigation and drainage systems; and associated appurtenant facilities, including all necessary service, operation, administration, and maintenance required to keep the improvements in a healthy, vigorous, and satisfactory condition.
The City Council has preliminarily approved the Engineer's Report for fiscal year 2026/2027 in accordance with the Landscaping and Lighting Act of 1972. The Report is on file in the Office of the City Clerk. The maximum assessments for fiscal year 2026/2027 are not proposed to be increased above the maximum cap of $335.00; accordingly, notices and assessment ballots are not required. The assessment shall be collected at the same time and in the same manner as County taxes.

NOTICE IS HEREBY GIVEN that the City of Lemon Grove, California invites sealed bids for the FY 2024-26 Street Rehabilitation Project (Contract Number 2026-20). The project consists of furnishing mix designs, cleaning pavement surfaces, providing traffic control and storm water pollution prevention devices, mixing and applying various pavement treatments, protecting the completed treatments until set, and application of traffic striping.
Receipt of Bids: All sealed bid proposals must be received by the Public Works Department, 3232 Main Street, Lemon Grove, CA 91945, prior to the bid closing time of 10:00 A.M., Tuesday, June 2, 2026. Bids will then be publicly opened and read aloud.
Bid Security: Bid Security in the amount of ten percent (10%) of the Lump Sum Base Bid shall accompany the Bid. The successful bidder will be required to furnish the City with a Performance Bond equal to 100% of the successful bid, and a Payment Bond equal to 100% of the successful bid, prior to execution of the Contract.
Contractor's License: The successful bidder will be required to possess a current State of California "Class A" General Engineering License or "C12" Earthwork and Paving Contractor at the time the Contract is awarded. All contractors and subcontractors must be registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5.
Prevailing Wage: In accordance with the California Labor Code, the Contractor must pay not less than prevailing wage rates as determined by the Director of Industrial Relations for all work done under this contract.

NOTICE IS HEREBY GIVEN that the City of Lemon Grove (City), California will accept sealed proposals at City Hall located at 3232 Main Street, Lemon Grove, CA 91945 until 2:00 p.m., Monday, March 16, 2026. Proposals shall be submitted in plain, sealed envelopes, marked on the outside with the project title: Construction Management & Inspection Services for Davidson Ave Storm Drain Replacement Project (No. 2026-14).
The City is requesting proposals from qualified firms for providing construction and inspection services for the removal and replacement of approximately 168 linear feet of 12-inch storm drain pipe. The award of an agreement, if made, will be made to the proposer who in the sole discretion of the City will best be able to perform the work in a manner most beneficial to the City of Lemon Grove.

NOTICE IS HEREBY GIVEN that the City Council of the City of Lemon Grove will hold a public hearing to consider an appeal (AA2-500-0001) of the Community Development Manager's Decision to deny Minor Use Permit No. MUP-250-0001, a request for Early Separation Findings for a Regulated Use (Medical Marijuana Dispensary) at 8280 Broadway in the General Commercial (GC) zone pursuant to Section 17.28.020(O) of the Lemon Grove Municipal Code.
The sole purpose of this MUP appeal application is to determine if the application meets or does not meet required separation requirements. The proposed use would require an application for a Conditional Use Permit (CUP) and a public hearing prior to granting permission to operate a MMD.
