Successor Agency to the Lemon Grove Community Development Agency
The Lemon Grove Community Development Agency (CDA) was dissolved on February 1, 2012 by State Law (AB1X26). Pursuant to the Redevelopment Dissolution Act, the City Council elected to serve as the Successor Agency to the former Community Development Agency. The Successor Agency serves in a fiduciary role to ensure the timely and orderly wind down of the former CDA, including the payment of outstanding debts. The Successor Agency’s efforts are subject to the review and approval of its Oversight Board, the State Department of Finance (“DOF”), the State Controller’s Office and the County Auditor-Controller.
Oversight Board
Health & Safety Code § 34179(j) established the consolidated Countywide Redevelopment Successor Agency Oversight Board to oversee the activities of all 17 Redevelopment Successor Agencies in the San Diego County area, thereby replacing all other area Redevelopment Successor Agency Oversight Boards effective July 1, 2018. Recognized Obligation Payment Schedule (ROPS)
The Oversight Board, DOF and County Auditor-Controller must annually approve the Recognized Obligation Payment Schedule (“ROPS”) which includes a listing of all DOF-approved enforceable obligations to be paid from the Redevelopment Property Tax Trust Fund and certain other funding sources. State Law requires the Successor Agency to post the Recognized Obligation Payment Schedule (ROPS), accessible through the links below.
