The Lemon Grove City Council is the City's elected legislative and policy-making body. The Council consists of five members elected at large in nonpartisan elections and serving four year terms. Each year the Council selects one of its members to serve as Mayor Pro Tem for a one year term.

The Council sets City policy, adopts ordinances and resolutions, approves the annual budget, authorizes contracts, hears certain appeals, and appoints the City Manager, City Attorney, and members of City commissions, boards, and committees.
