Advanced Planning Information

General Plan Plan:

California state law requires each city and county to adopt a general plan “for the physical development of the county or city, and any land outside its boundaries which in the planning agency’s judgment bears relation to its planning” (Gov. Code §65300). The general plan expresses the community’s development goals and embodies public policy relative to the distribution of future land uses, both public and private.

Housing Element:

The City of Lemon Grove recently updated the Housing Element of the General Plan.  Information regarding this update may be found through the separate Housing Element Update page.

Downtown Village Specific Plan:

The Lemon Grove Downtown Village Specific Plan is primarily comprised of the area Bounded by North Avenue to the north, Olive Street to the west, Lincoln Street and Central Avenue to the south, and School Lane, Grove Street and Kempf Street to the east.  Land use is predominantly commercial and civic-oriented uses, with limited areas of single and multifamily housing, light industrial and professional buildings.

This Specific Plan is intended to stimulate several important changes to downtown. These changes will provide for vibrant pedestrian friendly and transit-oriented neighborhoods in central Lemon Grove. By increasing building heights and permitting a variety of residential densities in the Downtown Village, additional redevelopment activity will be created.

Zoning Ordinance and Map: 

The purpose of the zoning ordinance is to promote, protect and preserve the public health, safety, peace, comfort and general welfare, and to achieve the following purposes.  It promotes achievement of the policies and provisions of the Lemon Grove general plan.  It guides, controls and regulates the future growth and development of the city in accordance with the adopted general plan.  It protects the established character of and to enhance the social and economic stability of residential, commercial, industrial and other areas within the city, and to assure the orderly and beneficial development thereof as parts of a well-coordinated community, and seeks to promote excellence of design in all future developments in order to preserve both the internal beauty and established character of the areas within the city.

Subdivision Ordinance: 

A subdivision ordinance is a set of rules and regulations established by a municipality to govern the division of land into multiple lots. It dictates how property can be divided, ensuring public health, safety, and convenience while promoting responsible development.  The City of Lemon Grove's Subdivision Ordinance is found in Title 16 Subdivisions of the Municipal Code.
