Help Shape the Future of Downtown Lemon Grove!
Downtown Lemon Grove is the heart of our community. It is where people live, work, shop, gather, and celebrate. As our community continues to grow, the City is updating the Downtown Specific Plan to create a shared vision for the future of downtown that reflects today's needs and tomorrow's opportunities.
This is your opportunity to help decide what downtown should look like over the next 15-20 years.
What is the Downtown Specific Plan?
A Specific Plan is a long-range planning document that guides how an area will develop over time. It establishes the vision for future land uses, building design, public spaces, transportation, streets, parks, and other community improvements.
The City is updating the existing 2005 Downtown Village Specific Plan and building upon previous planning efforts to create a modern plan that reflects today's housing needs, economic opportunities, transportation options, and community priorities. The updated plan would expand the planning area to approximately 245 acres and provide a flexible framework for future redevelopment while preserving the unique character of Lemon Grove.
Why is the City Updating the Plan?
Communities change over time, and planning documents should evolve with them.
The current Downtown Specific Plan was adopted more than 20 years ago. Since then, Lemon Grove has experienced new housing needs, changing economic conditions, increased investment in transit, and new State laws that affect how cities plan for growth.
Updating the plan allows the City to:
- Create a clear vision for downtown's future
- Encourage investment and revitalization
- Improve walkability and safety
- Support local businesses
- Plan for housing near transit
- Enhance parks, plazas, and public gathering spaces
- Coordinate future infrastructure improvements
- Position the City to compete for state and federal grants
Rather than allowing growth to occur project by project, the Specific Plan helps ensure that future development follows a community-supported vision.
How Could the Community Benefit?
A successful downtown benefits everyone—even if you don't live downtown.
The updated Specific Plan is intended to create a downtown that is more vibrant, attractive, and economically successful while improving quality of life throughout Lemon Grove.
Potential community benefits include:
A More Walkable Downtown
Safer sidewalks, improved crossings, bicycle connections, landscaping, and public spaces can make downtown easier and more enjoyable to explore on foot.
More Restaurants, Shops and Services
Additional residents living downtown can help support the restaurants, cafés, neighborhood retail, and services that many residents have said they would like to see.
More Housing Choices
The plan encourages a variety of housing options near transit, helping young adults, working families, and seniors find homes that meet their needs while reducing pressure to build in established neighborhoods.
Better Public Spaces
Future improvements may include plazas, gathering spaces, public art, landscaping, outdoor dining, and streetscape enhancements that create places where people can meet, relax, and enjoy community events.
Economic Growth
New investment can increase property values, attract businesses, create jobs, and generate additional local revenue to help fund City services and infrastructure improvements.
Smarter Growth
Focusing growth near existing roads, utilities, and the San Diego Trolley helps make more efficient use of public infrastructure while supporting regional sustainability goals.

What Will the Plan Do?
The updated Downtown Specific Plan will establish:
- A long-term vision for downtown
- Future land use and development opportunities
- Design standards for new buildings
- Streetscape and public space improvements
- Transportation, bicycle, and pedestrian improvements
- Housing and mixed-use development opportunities
- Implementation strategies to guide future public and private investment
The plan does not approve individual development projects. Any future development proposals will continue to be reviewed through the City's public planning and development review process.
The plan also does not include use of eminent domain to allow the City to obtain control over private parcels of land.
How Can I Get Involved?
Community input is one of the most important parts of the planning process.
Residents, businesses, property owners, and community organizations are encouraged to participate by:
- Attending public workshops
- Participating in community meetings
- Completing surveys
- Reviewing draft plans
- Providing comments to City staff and the Planning Commission
- Speaking at City Council meetings

Project Timeline
The Downtown Specific Plan is being developed through a series of public meetings, technical studies, environmental review, and public hearings before consideration by the Planning Commission and City Council.
Project milestones, upcoming meetings, and opportunities for public participation will be posted on this webpage as they become available.
