Update: Downtown Specific Plan

The City of Lemon Grove is updating the original 2005 Lemon Grove Downtown Village Specific Plan.  The new Downtown Specific Plan (DSP) would quadruple the size of the current specific plan area, and encompass approximately 245 acres of land located along the length of Broadway between Massachusetts Avenue and Washington Street, and the land between SR-94 and Central Avenue.

A series of public workshops, community meetings and events are planned to obtain public input and have a refreshed outlook on the proposed 2018 DSP. The 2018 DSP was never approved by the City Council.  Once adopted, new regulations for zoning, development standards and design guidelines will apply to new development in the expanded Specific Plan area. The DSP would not be considered an inflexible document. Rather, it has been developed to provide as much flexibility as allowed by State law.

The new DSP is intended to stimulate several important changes to downtown. These changes would provide for vibrant pedestrian friendly and transit-oriented neighborhoods in central Lemon Grove  By increasing building heights and permitting a variety of residential densities in the Downtown Village, additional opportunities for redevelopment would be created. The future lowering of the Trolley track to eliminate the Lemon Grove Avenue, Broadway and Central Avenue at-grade crossings, and creation of a transit station that integrates both busses and the San Diego Trolley on Main Street near Pacific Avenue, will create better traffic flow and a more pedestrian-friendly downtown atmosphere. The DSP reflects a vision to be implemented over a 15-20 year period, and therefore, may be amended over time to reflect the City’s most current vision for the area.
