CITY OF LEMON GROVE NOTICE OF INTRODUCTION AND SECOND READING OF ORDINANCE
NOTICE IS HEREBY GIVEN that the City Council of the City of Lemon Grove, California, at a regular meeting held on December 16, 2025 considered and introduced an ordinance amending Lemon Grove Municipal Code section 2.16.010 relating to City Council compensation.
The proposed ordinance would increase City Councilmember compensation to nine hundred fifty dollars ($950.00) per month, as authorized by California Government Code section 36516, as amended by Senate Bill 329 (2023). The Mayor’s compensation would be adjusted accordingly pursuant to the Municipal Code. The ordinance includes findings demonstrating the need for increased compensation and provides that any salary increase shall not take effect until the seating of the City Council following the November 2026 Municipal Election in accordance with Government Code section 36516.5.

Notice of Vacancy - Planning Commissioner
NOTICE IS HEREBY GIVEN that the Lemon Grove City Council will be accepting applications to fill two (2) Planning Commission vacancies for partial terms.
Applications must be submitted to the City Clerk’s Office no later than Monday, January 12, 2026 at 5:00 p.m. Applications received after the deadline will not be considered. The City Council will conduct interviews and consider appointments at the Tuesday, January 20, 2026 City Council meeting.

REQUIREMENTS:

Summary of Proposed Ordinance
Adoption of the 2025 California Fire Code
The proposed Ordinance No. 468 would rescind existing Section 15.26 of Title 15 of the Lemon Grove Municipal Code, entitled “Fire Code,” and adopt a new Section 15.26 to incorporate by reference the 2025 California Fire Code (Title 24, Part 9 of the California Building Standards Code), together with local amendments and findings based on the City’s climatic, geologic, and topographic conditions. The ordinance keeps the City’s fire and building regulations consistent with current State building standards and is intended to promote public health and safety.
The ordinance was introduced at the November 4, 2025 City Council meeting and will be considered for second reading and adoption at the regular City Council meeting on Tuesday, November 18, 2025. A copy of the full text of the ordinance is on file and available for public review at the Office of the City Clerk, 3232 Main Street, Lemon Grove, California during normal business hours.

CITY OF LEMON GROVE
NOTICE OF INTENTION TO FILL A VACANCY FOR CITY COUNCILMEMBER BY APPOINTMENT
NOTICE IS HEREBY GIVEN that the City of Lemon Grove is now accepting applications for appointment to the position of City Councilmember. This vacancy arises from the passing of Councilmember Steve Faiai on July 8, 2025. At its Regular Meeting on Tuesday, October 21, 2025, the City Council provided direction to staff to fill the vacancy through the appointment process. The appointed term will conclude in December 2026.
This part-time position offers compensation of $803 per month, along with benefits.
Qualifications/Eligibility
- Applicant must be a United States Citizen
- Applicant must be 18 years or older on or before appointment
- Applicant must be a resident and a registered voter in the City of Lemon Grove
- Applicant must not have been convicted of a felony for accepting or giving, or offering to give, any bribe, the embezzlement of public money, extortion or theft of public money, perjury, or conspiracy to commit any of those crimes. (Elections Code Section 20).
Before submitting applications to the City Council for consideration, the City Clerk will confirm each applicant's status as a registered voter in Lemon Grove with the San Diego County Registrar of Voters.
All qualified candidates will be given the opportunity to present their qualifications to the City Council. At the Regular City Council meeting on Tuesday, December 2, 2025 at 6:00 p.m., each qualified applicant will have the opportunity to give a three-minute presentation to the City Council. Following their presentations, applicants may be asked to answer questions from the Council regarding their application or presentation. The order of presentations will be determined by a random drawing of applicants’ names conducted by the City Clerk prior to the meeting. The Council may decide on an appointment during this meeting or may direct staff to schedule the matter for discussion and action at a future meeting.

Ordinance No. 35 amends Sanitation District Ordinance No. 34, Article III, Sewer Service Charges, adopted on June 18, 2024. Ordinance No. 33 established a 3.0% annual maximum rate increase for FY 2023–24 through 2027–28. Ordinance No. 34 set sewer service charges for FY 2024–25. Ordinance No. 35 implements the 3.0% increase for FY 2025–26 and updates methods for calculating residential and commercial charges.
