Current Planning is responsible for reviewing land development proposals, ensuring compliance with the City's General Plan, Zoning Ordinance, State Subdivision Map Act, California Environmental Quality Act (CEQA), Downtown Village Specific Plan, and other applicable local and state regulations.
The Planning Division also provides staff support to the Planning Commission that acts in a variety of roles that includes an advisory role to the City Council, decision maker on certain development permit applications, and as an appeal board.

Downtown Village Specific Plan Land Use Plan
Permitted Uses and Development standards for the City are based on the the property's zoning designation that is found in the City's Zoning Map for most properties or the Downtown Village Specific Plan (DVSP) Land Use Plan for properties located in the DVSP area.
Both the Zoning Ordinance and the DVSP have chapters dedicated to each specific zoning designation that includes a list of permitted uses and development standards. There are additional use requirements and development standards that may be included in other parts of the Title 17 Zoning Ordinance or other parts of the Municipal Code including Title 18 City Wide Regulations and Title 8 Health and Safety. Applicability of these standards vary based on the location of the project and the project proposed by an applicant. It is usually best to speak with a Planner (619) 825-3805 regarding your proposal.
