The Housing Element is a component of the General Plan which assesses the housing needs of all economic segments of the City of Lemon Grove. In addition, the Housing Element defines the goals and policies that will guide the City’s approach to resolving those needs and recommends a set of programs that would implement policies over an eight year period. The Housing Element is prepared for the 2021-2029 update cycle for jurisdictions in the San Diego Association of Governments (SANDAG) region and is designed to provide the City with a coordinated and comprehensive strategy for promoting the production of safe, decent, and affordable housing within the community.

The State of California Department of Housing and Community Development certified the City of Lemon Grove General Plan Housing Element (October 2023 Resubmittal) on December 26, 2023.
