What is the Housing Element?

The Housing Element is a component of the General Plan which assesses the housing needs of all economic segments of the City of Lemon Grove. In addition, the Housing Element defines the goals and policies that will guide the City’s approach to resolving those needs and recommends a set of programs that would implement policies over the next eight years. The Draft Housing Element is prepared for the 2021-2029 update cycle for jurisdictions in the San Diego Association of Governments (SANDAG) region and is designed to provide the City with a coordinated and comprehensive strategy for promoting the production of safe, decent, and affordable housing within the community.

Why are there three different versions of the Draft Housing Element?

The April 2021 version of the Draft Housing Element was prepared in response to public’s comments and feedback from the City Council. This version was then submitted to the State of California Department of Housing and Community Development (HCD) for review. Based on initial feedback from HCD, City staff prepared updates to the April 2021 version in strike-through changes. The June 2021 version of the Draft Housing Element reflects the requested updates from HCD. The August 2021 version is the City Council adopted Housing Element with strike-through changes accepted.
