The Planning Commission serves an important role in guiding land use, development, and long-range planning within the City of Lemon Grove.

Through public hearings, recommendations, and quasi-judicial decision-making, the Commission helps ensure that growth and development align with adopted City policies, standards, and community values.

What the Planning Commission Does

  • Reviews development requests such as conditional use permits, subdivisions and parcel maps, site plans, and variances, and takes action when authorized by the Lemon Grove Municipal Code.
  • Conducts public hearings, receives public input, and applies adopted standards and design guidelines consistently and fairly.
  • Makes recommendations to the City Council on updates to the General Plan, zoning code, and zoning map.
  • Hears certain planning and land use matters in a quasi-judicial role, as authorized by law.
  • Promotes safe, orderly, and well-designed development aligned with City policies and community goals.

Established by Ordinance No. 448 and codified in Chapter 2.36 of the Lemon Grove Municipal Code.

Meeting Information

Regular Planning Commission meetings are generally held on the fourth Monday of each month at 6:00 p.m. at the Lemon Grove Community Center, 3146 School Lane, Lemon Grove, CA 91945, unless otherwise noted on the agenda. Special meetings may be called when necessary and will be noticed in accordance with applicable open meeting requirements.

Commission Membership

The Planning Commission consists of five members who are residents of the City. Members are appointed by the City Council to four-year terms. Terms are staggered so that no more than two terms expire in any given year. Vacancies are filled by City Council appointment.

Public Comment and Participation

Members of the public are encouraged to attend Planning Commission meetings and provide public comment on agenda items and other matters within the Commission’s subject matter jurisdiction.
Public Comment Time Limit Public comment is generally limited to three minutes per speaker, unless otherwise directed by the Chair.
Submit Written Public Comment in Advance Written public comments may be submitted in advance by email to jpablo@lemongrove.ca.gov. Submitting comments in advance helps ensure they are received, reviewed, and made available for the Chair, Commissioners, staff, and the public as part of the meeting process.
Comments Received After Noon on the Day of the Meeting For written comments received after 12:00 p.m. on the day of the meeting, members of the public are encouraged to bring 15 copies for distribution at the meeting. Providing paper copies assists staff in distributing late-submitted materials to the Chair, Commissioners, staff, and the public when there may not be sufficient time to process and circulate them electronically in advance of the meeting.
Why Advance Submission Helps Advance submission of written comments helps promote an orderly meeting process, allows materials to be shared more efficiently, and supports timely distribution for the official meeting record. Bringing copies of late comments helps avoid delays and assists in ensuring decision-makers and attendees have access to the same information at the time of consideration.

Agenda Materials and Meeting Resources

Agendas and related meeting materials are posted in accordance with applicable open meeting requirements. Regular meeting agendas are generally posted at least 72 hours in advance, and special meeting agendas are generally posted at least 24 hours in advance. A physical copy is also posted near the front entrance of City Hall.
