Form 700 Information and Filings
The California Political Reform Act requires many public officials and employees to file public, personal financial disclosure reports known as Statements of Economic Interests.
Cities are also required to adopt and implement a separate Conflict of Interest Code identifying designated positions and the types of economic interests that must be disclosed.
The California Political Reform Act (Government Code Sections 81000-91014)
The California Political Reform Act requires many public officials and employees to file public, personal financial disclosure reports known as Statements of Economic Interests. Under the Act, cities are required to adopt and implement a separate Conflict of Interest Code. Designated employees, board, commission, and committee members, as well as elected officials, must file a Statement of Economic Interests Form with the City Clerk’s Office.
The designated filers and the types of economic interests that are required to be disclosed are listed in the City of Lemon Grove’s Conflict of Interest Code . The City Council adopted Resolution No. 2022-3911 on September 22, 2022 adopting its amended Conflict of Interest Code.
Fair Political Practices Commission (FPPC) Requirements
The Fair Political Practices Commission requires offices of the City Clerk that maintain a website to post a notification related to Statement of Economic Interests Form 700 for 87200 filers. These are full disclosure filers and are required to disclose certain financial interests.
Additionally, candidates for elected office are required to file a Candidate Statement. Candidates must file a Statement of Economic Interests Form 700 no later than the final filing date for declaration of candidacy or nomination documents. Once filed, the form is a public document and must be made available to the public upon request.

Obtaining Copies
Copies of the Statements of Economic Interests filed by these selected officers may be obtained by accessing the Fair Political Practices Commission self-search site by name at the following link: https://www.fppc.ca.gov/transparency/form-700-filed-by-public-officials/form700-search/form700-new.html .
Original statements for all other designated positions, as indicated by the City’s Conflict of Interest Code, are retained in the Office of the City Clerk.
Statements of Economic Interests for some state and local government agency elected officials may be available in electronic format online. If not available electronically, copies are available for a fee through the City Clerk’s Office. Due to privacy concerns, the Form 700 statements posted on the FPPC’s website have the address, telephone, and signature blocks redacted as set forth in 2 CCR 18313.6.
