A Historic Step Forward for Downtown Lemon Grove 

Lemon Grove, CA – Lemon Grove begins an exciting new chapter! On November 3, the City Council adopted the Downtown Specific Plan—a historic milestone that establishes a shared vision for the heart of our community. 

The plan looks ahead to a downtown filled with possibility: thriving local businesses, more places to shop and dine, new housing opportunities, and welcoming spaces where neighbors gather. It guides future development and investment while honoring the history, character, and community connections that make Lemon Grove special. 

“This is a historic moment for Lemon Grove,” said Mayor Alysson Snow. “We have an opportunity to build on everything we love about our community and create a downtown with more reasons to visit, more opportunities for local businesses, and more places to come together. The choices we make today can help shape a downtown that serves our community well into the future.” 

This milestone reflects a tremendous input from the community. A historic level of outreach included nearly 4,000 mailed notices to nearby residents and businesses, a community survey, workshops, pop-up events, business walks, and a developer roundtable. Residents, business owners, and property owners shared their hopes and concerns, helping shape the plan. The City thanks everyone who participated and the City Council for its thoughtful leadership and commitment to downtown’s future. 

The work now turns to bringing that vision to life. Progress unfolds over time as property owners pursue projects, businesses invest, and the City seeks funding for public improvements. Along the way, parking, infrastructure, affordability, and the needs of existing residents and businesses remain central considerations.
