City of Lemon Grove Announces Appointment of Tony Winney as Interim City Manager
Lemon Grove, CA — The City of Lemon Grove is pleased to announce that Tony Winney has been appointed as the City’s Interim City Manager, effective January 20, 2026. Winney will provide steady and experienced leadership during the City’s leadership transition while the City Council continues the recruitment process for a permanent City Manager.
Mr. Winney brings 25 years of experience in local government to Lemon Grove. He has worked for several cities in the San Diego area, including Coronado and National City, serving both as their Assistant City Manager. His career includes oversight of a variety of city functions, including finance, economic development, human resources, public works, community development, and regional partnerships.
“Lemon Grove is excited for the future. Tony, as interim City Manager, is ideal to continue to propel the City forward," emphasized Mayor Snow. "The depth and breadth of Tony's city management experience will keep us on track to meet our goals and priorities as we recruit a permanent City Manager.”
Winney serves on several professional boards, including the International City/County Management Association of California, serving as their President in 2020. He is a prior San Diego County regional chair for the Municipal Management Association of Southern California, and was the 2019 recipient of the Excellence in Government Award.
“I am honored to serve the City of Lemon Grove as Interim City Manager,” said Winney. “I will work closely with the Mayor, City Council, and staff to keep this organization moving forward without missing a beat. Lemon Grove has a proud history and a bright future, and I welcome the opportunity to contribute to the City’s continued success.”
Winney has a master’s degree in Public Administration from San Diego State University, and enjoys hiking, reading, and spending time with his family, including his two children, ages 11 and 14. He strongly believes in making local government inclusive, transparent, and accessible for everyone.
Mr. Winney’s appointment continues the City’s commitment to stable, professional leadership and supports Lemon Grove’s mission to effectively serve its residents and businesses.
