Community Development Department

The Community Development Department enhances the quality of life for the Lemon Grove community by guiding the planned physical development of the City.  The Department is responsible for managing the orderly growth and development of Lemon Grove by combining the functions of the Planning Division, Building Division, Code Enforcement Division, and Stormwater Division into a coordinated department. 

Planning Division is responsible for the Lemon Grove's land use and planning activities, that include: General Plan, Zoning Map, and Subdivision Map Act implementation. The Planning Division is typically the first department to approach when considering any use of private property that may include constructing new buildings, dividing land, opening a business, or many other land use questions.

Building Division is responsible for the issuance of building permits and construction inspection for the City of Lemon Grove.  The Building Division is where building permit plans are submitted for building permits and the scheduling of construction inspections.

Code Enforcement Division is responsible for fielding non-criminal code violation concerns expressed by members of the public and enforcing all code requirements within the City of Lemon Grove.

Stormwater Division is responsible for programs to prevent and reduce urban runoff from city streets, neighborhoods, construction sites, parking lots, and more that empty directly into local waterways.
